Counterpart International is starting its second year of a 5-year USAID Title II program in Mauritania. The Community Action, Nutrition, and Livelihoods (CANAL) program is working to strengthen local community and government capacity to improve food security and build communities’ resilience through health and nutrition. The main program office is in Nouakchott, with field offices in 4 regions. Program activities focused on health include training community health workers, distributing nutrient rich food supplements to particularly vulnerable populations, monitoring children’s growth, and behavior change campaigns to promote healthier living practices. Program activities focused on livelihoods include reinforcing capacity of microfinance institutions and training in livestock services. The Program Manager is the primary liaison with Counterpart headquarters in supporting administrative, reporting, and budget management functions, ensuring field operations are in full compliance with Counterpart and donor regulations, and provides input on technical implementation and monitoring for programmatic activities. The Program Manager will build solid relationships with counterparts and donors in-country, seek opportunities to for new program development, and work with Counterpart’s headquarters staff in proposal development. This is position is second to the Country Director, assuming responsibility in the Country Director’s absence.

Founded in 1965, Counterpart is a diverse, non-profit, international development organization dedicated to helping people in need in the areas of civil society, food security, private enterprise, environmental resource management, humanitarian relief, and healthcare. We do this by building the capacity of local partner nongovernmental organizations, lenders, businesses, governments and other institutions to solve their own, self-defined economic, ecological, political, and social problems in ways that are sustainable, practical, and independent. Summary: The Global Agriculture and Economic Growth Division of Counterpart International is working to increase food security, improve agricultural practices, and contribute to local economic development with programs funded primarily through USAID, USDA, multilateral donors and private sector agriculture associations. In many of Counterpart’s programs, commodities are directly distributed or monetized to conduct activities with farmers, health workers, and communities to improve food security, livelihoods, and maternal/child health, with a particular focus on French speaking West Africa. This division of Counterpart has experienced 25% growth in the past year, and is anticipating continued growth in the coming year. The Program Officer serves the critical role of supporting 5-7 projects from the headquarters office to ensure quality programming that meets donor expectations for deliverables, compliance and reporting. The Program Officer is the key interface between field implementation of programs and headquarters, closely communicating between headquarters and field management and U.S. based partners and donors. The Program Officer will work closely with field staff and the division Director to enhance management systems for effective program management and growth.

The Field Accountant is responsible for accounting tasks associated with Counterpart’s grant funded and other programs. The Field Accountant is responsible for applying accounting procedures to program structures, cycles, and needs. The position involves processing and auditing overseas expense reports and records; preparing monthly invoice to funding agencies; reconciling invoices with GL; and preparing Pipeline and other finance reports.
